It will

be an advantage to the Bank if its capital is stabilised by conversion

from silver into gold especially as it is expected that a large pro-

portion of the new subscriptions will come from "gold" countries.

Moreover the Bank always has to keep a large amount of money in "gold"

countries for the purpose of its exchange transactions.

3. In my opinion this is an Ordinance to which His Excellency the Officer Administering the Government may properly assent in the name

of His Majesty and on His behalf.
